Abuja, Nigeria — The Governing Council of the Institute for Historical Studies, Biographical Research, Documentation, and Legacy (IHS-BiRD & L) has approved the conferment of its highest institutional distinction, the Grand Legacy Laureate of Public Service (GLLPS), on Ambassador Nura Abba Rimi following a formal assessment of his public service record.


The decision was reached after a structured institutional review conducted under the Institute’s evaluation framework, which measures eligibility based on verifiable public record, continuity of institutional service, diplomatic stewardship, and measurable contributions to national development.


According to the Institute, the GLLPS is reserved for individuals whose careers reflect sustained public value, administrative discipline, and enduring impact within state institutions.


Assessment Process

The review examined Ambassador Rimi’s more than three decades of service within Nigeria’s diplomatic and civil service structures. His entry into the Nigerian Foreign Service in 1993 marked the beginning of a career spanning protocol administration, multilateral engagement, executive liaison responsibilities, diplomatic mission leadership, and senior civil service governance.


Particular consideration was given to his documented role as Presidential Liaison Officer during Nigeria’s 2015 democratic transition between President Goodluck Jonathan and President-elect Muhammadu Buhari — a period widely regarded as a defining moment in Nigeria’s democratic consolidation.


The Institute noted that the peaceful transfer of power required procedural coordination and institutional continuity, and described his role as part of a broader framework of state stability during transition.


Diplomatic and Administrative Leadership

The assessment also covered Ambassador Rimi’s service at the Embassy of Nigeria in Abu Dhabi, where he held dual political and economic portfolios and served as Chargé d’Affaires (ad interim), overseeing strategic diplomatic engagement in the Gulf region.


His tenure as Nigeria’s Ambassador to Egypt, with concurrent accreditation to Palestine and Eritrea, was reviewed for its emphasis on economic diplomacy, bilateral consolidation, and structured trade engagement initiatives.


In 2023, he was appointed Permanent Secretary in the Federal Civil Service and assigned to the Federal Ministry of Industry, Trade and Investment, where he currently serves as the ministry’s highest career administrative officer. The Institute described this transition from diplomatic service to senior civil service leadership as evidence of institutional trust and adaptability.


Institutional Rationale

In its determination, IHS-BiRD & L stated that the GLLPS recognises structured public service rather than ceremonial prominence. The Institute emphasised that the honour is conferred only after documented assessment of institutional contribution.


“The Grand Legacy Laureate of Public Service is reserved for records that demonstrate continuity of statecraft and measurable administrative stewardship,” the Institute noted.


The formal conferment ceremony is expected to take place in the coming weeks, with further details to be announced.
