Abuja, Nigeria — The Institute for Historical Studies, Biographical Research, Documentation and Legacy (IHS-BiRD & L) has selected Arc Sonny Sunday Echono, Executive Secretary of the Tertiary Education Trust Fund (TETFund), for its highest institutional distinction, the Grand Legacy Laureate of Public Service (GLLPS), in recognition of his contributions to tertiary education development, institutional modernization, research advancement, digital transformation, and public sector leadership within Nigeria’s educational administration system.


The decision follows a comprehensive institutional assessment conducted in accordance with the Institute’s honours framework, which evaluates prospective recipients on the basis of documented leadership, measurable institutional impact, administrative reform, infrastructural development, and sustained contribution to national development.


Arc Echono, an architect, public administrator, and former Permanent Secretary in multiple federal ministries, has been recognised for leading a broad institutional transformation agenda at TETFund since assuming office as Executive Secretary in March 2022.


According to the Institute, his administration has repositioned TETFund from a conventional intervention agency toward a more strategic and impact-driven institution focused on accountability, research, innovation, digital modernization, and measurable educational outcomes.


The Institute noted that under his leadership, TETFund expanded intervention support for educational infrastructure across universities, polytechnics, and colleges of education nationwide through the development and completion of lecture theatres, engineering workshops, ICT centres, medical training facilities, innovation hubs, laboratories, libraries, entrepreneurship centres, and other academic support infrastructure.


Among the initiatives referenced by the Institute are the strengthening of research and innovation ecosystems through increased support for institution-based research, multidisciplinary collaboration, patent development, innovation incubation, and commercialization-oriented research frameworks aimed at addressing national development challenges.


The Institute further highlighted his administration’s emphasis on solution-driven research and expansion of the National Research Fund framework supporting research in agriculture, engineering, health, technology, manufacturing, and other strategic sectors critical to Nigeria’s socio-economic development.


In addition to infrastructure and research interventions, the Institute referenced TETFund’s increased deployment of digital systems under his leadership, including electronic project monitoring frameworks, digitized administrative processes, technology-driven compliance systems, and modernization of intervention management mechanisms designed to improve transparency, accountability, and implementation efficiency.


The Institute also acknowledged his administration’s strengthening of project supervision and quality assurance systems aimed at reducing abandoned projects, improving construction standards, enhancing consultant oversight, and ensuring greater value delivery within public educational infrastructure projects nationwide.


According to the Institute, Arc Echono’s administration has further contributed toward strengthening academic staff development through postgraduate scholarship support, research funding, conference participation interventions, publication assistance, and institutional capacity-building programmes designed to improve the quality and competitiveness of Nigerian tertiary education.


Beyond his tenure at TETFund, the Institute referenced his broader public service record across several strategic sectors of the Federal Civil Service, including his service as Permanent Secretary in the Federal Ministries of Education, Communications and Digital Economy, and Agriculture and Rural Development, as well as senior administrative responsibilities within the Federal Ministry of Water Resources.


The Institute noted that his tenure at the Federal Ministry of Education included leadership involvement in the Presidential Committee on Sustainable Funding for Education in Nigeria and supervision of educational policy coordination and institutional expansion frameworks.

It further observed that his administrative experience within the communications sector contributed to his later emphasis on digital governance, technology-driven institutional systems, and modernization-oriented public administration, while his service within the agriculture and water resources sectors reinforced competencies in infrastructure governance, procurement accountability, and institutional coordination.


Speaking on the development, the Institute stated that the Grand Legacy Laureate of Public Service recognises individuals whose leadership demonstrates measurable institutional contribution, strategic public sector reform, and enduring national value.


“Arc Sonny Sunday Echono’s documented record reflects sustained administrative leadership, institutional modernization, educational infrastructure expansion, research advancement, and strategic public sector management across multiple sectors of national development,” the Institute stated. “His leadership at TETFund has contributed significantly to strengthening Nigeria’s tertiary education intervention systems and repositioning research and innovation as critical components of national development.”


The Institute further noted that institutional administrators and policy coordinators often remain underrepresented within mainstream public recognition despite their central role in shaping governance systems, educational development, and national institutional continuity.


The Grand Legacy Laureate of Public Service (GLLPS) is the highest institutional distinction conferred by IHS-BiRD & L and is reserved for individuals whose documented record reflects exceptional public service, institutional leadership, and measurable contribution to national development and preservation of institutional legacy.
