NSC Reforms Earn Dr. Pius Akutah Top Public Service Honour from IHS-BiRD & L
Abuja, Nigeria — The Institute for Historical Studies, Biographical Research, Documentation and Legacy (IHS-BiRD & L) has selected Dr. Pius Akutah Ukeyima, Esq, MON, Executive Secretary/Chief Executive Officer of the Nigerian Shippers’ Council (NSC), for its highest institutional distinction, the Grand Legacy Laureate of Public Service (GLLPS), in recognition of his contributions to maritime regulatory reform, trade facilitation, institutional modernization, digital transformation, and public sector leadership within Nigeria’s shipping and logistics governance architecture.
The decision follows a comprehensive institutional assessment conducted in accordance with the Institute’s honours framework, which evaluates prospective recipients on the basis of documented leadership, measurable institutional impact, regulatory reform, infrastructure development advocacy, administrative modernization, and sustained contribution to national economic development.
Dr. Akutah, a legal practitioner and public sector administrator, has been recognised for driving a structured reform agenda at the Nigerian Shippers’ Council since assuming office in November 2023, with emphasis on repositioning the institution for greater regulatory efficiency and alignment with Nigeria’s evolving maritime and Blue Economy priorities.
According to the Institute, the reforms under his leadership have repositioned the NSC from a traditionally advocacy-driven regulatory agency into a more digitally enabled, reform-oriented, and trade facilitation-focused institution designed to improve efficiency across Nigeria’s port and logistics ecosystem.
The Institute noted that a key pillar of these reforms is the digital transformation of institutional operations, particularly the implementation of the Enterprise Content Management System (ECMS), which has enhanced internal documentation processes, improved workflow automation, strengthened regulatory record management, and increased administrative transparency across departments and operational units.
It further highlighted the Council’s strengthened advocacy for the International Cargo Tracking Note (ICTN) system, describing it as a critical reform initiative aimed at improving cargo visibility across Nigerian ports, reducing under-declaration and misclassification, enhancing compliance monitoring, and strengthening the integrity of trade documentation systems.
The Institute also referenced ongoing reforms aimed at improving port efficiency and cargo clearance processes, including coordinated engagement with port stakeholders to reduce cargo dwell time, streamline inter-agency procedures, and harmonize regulatory requirements across shipping lines, terminal operators, and government agencies operating within port environments.
In addition, the Institute observed that Dr. Akutah’s administration has placed renewed emphasis on inland logistics development, particularly advocacy for Inland Dry Ports (IDPs) as part of a broader national strategy to decentralize cargo movement, reduce congestion at seaports, and improve supply chain efficiency across Nigeria’s internal trade corridors.
The NSC’s alignment with the Federal Government’s Marine and Blue Economy agenda was also noted as a significant policy achievement, with the Council increasingly positioned as a central institution in Nigeria’s efforts to strengthen maritime trade governance, expand non-oil revenue streams, and improve national economic competitiveness.
The Institute further acknowledged internal reforms within the Council, including capacity-building programmes, staff development initiatives, and management coordination reforms designed to improve institutional performance, strengthen zonal operations, and enhance regulatory responsiveness.
Beyond internal restructuring, the Institute highlighted strengthened stakeholder engagement mechanisms, including structured dialogue with shipping companies, importers, exporters, terminal operators, and logistics service providers aimed at improving dispute resolution, enhancing cooperation, and reducing operational bottlenecks in the maritime sector.
According to the Institute, these reforms collectively reflect a sustained effort to modernize Nigeria’s maritime regulatory environment and improve the effectiveness of trade facilitation systems critical to national economic development.
Speaking on the development, the Institute stated that the Grand Legacy Laureate of Public Service recognises individuals whose leadership demonstrates measurable institutional reform, administrative innovation, and enduring national impact.
“Dr. Pius Akutah Ukeyima’s leadership of the Nigerian Shippers’ Council reflects a consistent record of regulatory modernization, digital transformation, trade facilitation reform, and institutional strengthening within Nigeria’s maritime governance architecture,” the Institute stated. “His administration has contributed significantly to improving operational efficiency, enhancing trade transparency systems, and repositioning the Council within the broader framework of Nigeria’s Blue Economy strategy.”
The Institute further noted that regulatory leaders and institutional administrators often play critical but under-recognised roles in shaping national economic systems, particularly in sectors such as maritime logistics where efficiency and coordination directly affect national competitiveness.
The Grand Legacy Laureate of Public Service (GLLPS) is the highest institutional distinction conferred by IHS-BiRD & L and is reserved for individuals whose documented record reflects exceptional public service, institutional leadership, and measurable contribution to national development and preservation of institutional legacy.
